Volcker Alliance Budget Studies Cited by Chicago Fed Letter
William Glasgall, the Volcker Alliance’s state and local program director (left), discusses state fiscal issues with panelists during a conference held by the Alliance, the University of Illinois Institute of Government and Public Affairs (IGPA), and the Federal Reserve Bank of Chicago in December. Speakers from the Alliance, IGPA, Chicago Fed, Municipal Market Analytics Inc., National Association of State Budget Officers, and Illinois Issues magazine examined ways to increase transparency and accountability in state and local budgeting. Based on research presented at the conference, the main speakers recommended budgetary principles and practices that, if adopted, would improve public understanding of the true nature, cost and consequences of states’ tax policies and spending commitments.
