VOLCKER ALLIANCE PRESIDENT THOMAS W. ROSS ANNOUNCES HE WILL STEP DOWN AT THE END OF 2021
Ross has served as President since 2016 and leaves the organization with a strong portfolio of programs to empower the public sector workforce

NEW YORK, NY (November 17, 2021) – Thomas W. Ross, President of the Volcker Alliance, announced today that he will step down from his current role at the end of 2021. Mr. Ross will continue to serve on the Board of the Volcker Alliance and contribute to the organization’s work on civil service modernization.

Mr. Ross joined the Volcker Alliance on July 1, 2016. He brought to the organization a deep commitment to public service and long experience in law, higher education, and management. Under his leadership, the Volcker Alliance launched two of its signature programs—the Government-to-University Initiative and Next Generation Service Corps. The organization became the official sponsors of the Deans Summit, deepening its partnerships with Schools of Public Service across the country. The Truth and Integrity in Government Finance initiative also grew substantially, completing a five-year assessment of the budget practices of the fifty US states that analyzed fiscal actions from fiscal 2015 to 2019. In the wake of the COVID-19 pandemic, the initiative also launched a Special Briefing webinar series on the implications of the economic and fiscal crisis and federal relief programs on states and municipalities.

Former US Senator Bill Bradley, Chairman of the Volcker Alliance Board, said, “Tom has been an outstanding leader for the Volcker Alliance. He joined the organization when it was still a start-up. During his tenure, he has sharpened our strategic focus, strengthened our team, professionalized our operations, restocked our coffers, and deepened the impact of our programs. Tom leaves the Alliance in a strong position, and we are grateful for his leadership. I look forward to continuing to work with Tom as a member of our board and with his successor to deliver on the Volcker Alliance’s mission to empower the public sector workforce to solve the challenges facing our nation.”

“It has been the honor of my career to work with Paul A. Volcker and to help build this organization,” said Mr. Ross. “Mr. Volcker was one of America’s most outstanding public servants, and he was passionate about his vision for the Volcker Alliance to empower the public sector workforce. It was a great responsibility to lead the organization after his death in 2019 and to position it to carry forth his legacy in the years ahead. I believe the organization is exactly where it needs to be to execute Mr. Volcker’s vision, and that the time is right for me to pass the torch to new leadership. I look forward to remaining involved in supporting and championing the work of the Alliance.”

Prior to the Volcker Alliance, Mr. Ross served as President of the seventeen-campus University of North Carolina system from 2011 to 2016 and remains the President Emeritus. From 2007 to 2010, he served as the President of Davidson College, his alma mater. Prior to his leadership roles in higher education, Mr. Ross served as a judge in the North Carolina Superior Court for seventeen years and continued his public service as the Director of the North Carolina Administrative Office of the Courts from 1999 to 2000. He also served as the executive director for the Z. Smith Reynolds Foundation, Inc.

Mr. Ross is the lead independent director on the Board of Directors of Bausch Health Companies. He also currently serves on the Board of Directors of The Rensselaerville Institute and The National Center for State Courts. During his tenure at the Volcker Alliance, Mr. Ross served as the Terry Sanford Distinguished Fellow at Duke University’s Sanford School of Public Policy.
