NEW YORK, NY (January 3, 2022) – The Volcker Alliance board of directors announced today that they have appointed Sara Mogulescu President of the Volcker Alliance. She is taking over from Thomas W. Ross, who led the organization from 2016 until his retirement at the end of 2021.
Ms. Mogulescu joined the Volcker Alliance in August 2018 as its inaugural Executive Vice President. Since joining the Alliance she has led design and launch of two of the Alliance’s signature initiatives, the Next Generation Service Corps and the Government-to-University initiative. She has strengthened the Alliance’s partnership with the Deans Summit, providing a space for innovation and collaboration among deans and directors of the nation’s comprehensive Schools of Public Service. She has also helped implement a range of organizational changes to place the Alliance on stronger financial and operational footing.
Former US Senator Bill Bradley, Chairman of the Volcker Alliance Board, said, “Sara has energized the work of the Alliance. The organization has already benefited immensely from her managerial skill and programmatic leadership. Her commitment to Mr. Volcker’s vision to empower the public sector workforce is total. I look forward to supporting her in this new role and seeing where she leads the Alliance in this next chapter.”
Previously, Ms. Mogulescu served as a partner at Bennett Midland, a civic sector consulting firm. During her tenure at Bennett Midland, she led the team that supported the design and roll-out of What Works Cities, a national initiative from Bloomberg Philanthropies, and was a principal architect of the Safety and Justice Challenge, a $100 million investment by the MacArthur Foundation in local jail reform. Before that she served as the founding Director of the Center on Youth Justice at the Vera Institute of Justice, where she developed and managed a varied portfolio of initiatives. Before joining Vera, she was an associate at Morvillo Abramowitz Grand Iason & Anello PC, a New York law firm, where she represented clients in criminal matters. Ms. Mogulescu holds a Juris Doctor from the New York University School of Law and a Bachelor of Arts in Economics and Government from Wesleyan University.

As Ms. Mogulescu assumes the role of President, she announced additions to the leadership team. Emily Bolton, who had been the Alliance’s Chief Strategy Officer, has been promoted into the role of Executive Vice President. Melissa Austin, who had been the Alliance’s Director of Operations, was elevated to Chief Operating Officer. “What a privilege it is to work alongside such talented and formidable women,” Ms. Mogulescu reflected. “The Alliance team is ready to hit the ground running in 2022—building partnerships with government and universities, promoting innovation in public service education, driving research on effective government, and inspiring others with the story of Mr. Volcker’s commitment to public service.”
